Building a comprehensive evaluation system of morality and talent cultivation in the new era

Recently, the Central Committee of the Communist Party of China and the State Council printed and issued a clear proposal to improve the mechanism of establishing morality and human body, reverse the unscientific orientation of education evaluation, and resolutely overcome the stubborn malady of only score, education, diploma, thesis and hat. By 2035, an education evaluation system with characteristics of the times, Chinese characteristics and world level will be basically formed. This is the first educational evaluation reform document issued in the name of the CPC Central Committee since the founding of new China. It is a programmatic document guiding the reform of education evaluation in the new era. From a strategic perspective, it has drawn a blueprint for the reform of China’s education evaluation in the new era, which is conducive to holding the banner and orienting, unifying ideas and building consensus, and paving the way for the full implementation of the party’s education policy and the development of quality education.

to implement the reform, we should closely follow the “five only” problem, promote the “four evaluations” around the five categories of subjects, encourage multiple participation, and constantly improve the systematicness, integrity and synergy of the reform of education evaluation, so as to ensure that the reform achieves substantive breakthroughs.

to deepen the reform of education evaluation in the new era, we must resolutely overcome the stubborn malady of “five only” and embody the problem orientation of reform. Since the 18th National Congress of the Communist Party of China, China’s education reform has made remarkable achievements, but there are still many weak links, one of the prominent problems is that the utilitarian and short-sighted tendency of education is still serious. In September 2018, General Secretary Xi stressed at the national education conference that we should reverse the unscientific orientation of education evaluation and fundamentally solve the problem of the baton of education evaluation. It is proposed that we should start with the problems concerned by the Party Central Committee, the masses and the society, and make substantive breakthroughs in the key fields of education evaluation.

from the perspective of education, it is necessary to change the guidance and practice of simply evaluating school performance and level by the enrollment rate, respect the laws of education, stimulate the vitality of schools, guide schools to strengthen quality education, implement the fundamental task of moral education and cultivate people, so as to achieve healthy and sustainable development. From the perspective of school development, it is necessary to change one-sided school running behaviors, such as attaching importance to intellectual education but neglecting moral education, valuing scores over quality, comprehensively implementing the party’s educational policy, exploring the establishment of a dynamic evaluation system and mechanism of classified development, classified management and classified evaluation, and encouraging all kinds of schools to develop their own characteristics and strive to be first-class. From the perspective of teacher development, we should change the one-sided evaluation of teachers’ teaching performance and level based on students’ examination results, pay attention to the evaluation of teachers’ moral quality, and promote teachers’ professional development and education level. From the perspective of students’ development, it is necessary to change the examination oriented education tendency of “only score” and “only pursue higher education”, follow the law of talent growth, take the growth of students as the guidance, promote the comprehensive and individual development of students, and realize the unity of personal development and social development goals. From the perspective of talent selection and evaluation, we should change the single evaluation standard of “diploma only”, “thesis only” and “hat only”, establish talent evaluation mechanism based on comprehensive evaluation, and establish talent selection and use mechanism guided by morality and ability.

to deepen the reform of education evaluation in the new era, it is necessary to do a good job in the systematic design and overall planning of the reform, and strive to build an educational evaluation system that is in line with China’s reality and of world level. According to the characteristics of different subjects, different periods and different types of education, classified design and steady progress are proposed. The education evaluation system in the new era covers five evaluation objects: the Party committee and the government, schools, teachers, students and employers. The five types of reforms are interrelated and mutually supportive, and must be systematically considered and promoted. It is necessary to comprehensively construct the Party committee and the government to improve the performance of their duties, all levels of schools at all levels to implement the fundamental task of cultivating people, promoting teachers’ dedicated education, promoting students’ all-round development and promoting society Scientific selection and employment of personnel system and coordination of education evaluation system and mechanism.

obviously, the education evaluation system in the new era is not only an evaluation of education and teaching, but also a comprehensive evaluation of government management, school running, teachers’ teaching, students’ learning, and the selection and employment of personnel by employers. The education evaluation system in the new era covers different stages and different types of education. The reform should follow the characteristics of educational evaluation stage, development and era, and reflect their respective evaluation emphasis in different periods and different types of education. Taking higher education as an example, its evaluation mechanism includes classification evaluation, education and teaching evaluation, subject evaluation, etc., and the development effect of “double first-class” construction and teacher training of normal colleges and universities should also be taken as an important evaluation content in the field of higher education.

to deepen the reform of education evaluation in the new era is to innovate the evaluation mode, elements and means on the whole based on the “four evaluations”. For the first time, it is clearly put forward that the main form of education evaluation is highly condensed and the overall characteristics of the reform are embodied by improving the result evaluation, strengthening the process evaluation, exploring the value-added evaluation, and improving the comprehensive evaluation. Its focus is to improve the scientificity, professionalism and objectivity of the evaluation.

to improve the result evaluation, we should not only pay attention to the achievement degree and compliance degree of the educational objectives of the evaluation objects, but also comprehensively define the education objectives. Through the results evaluation, we can provide scientific basis and information support for school education and teaching or school running ideas and strategies adjustment. Strengthen the process evaluation, pay attention to the scientific judgment of the realization degree of the educational objectives of the evaluation objects from the perspective of development in the process of education and teaching, provide support for the result evaluation, provide the basis for continuous improvement, and improve the effectiveness of education evaluation. To explore value-added evaluation, we should not only pay attention to the horizontal comparison of the realization degree of the educational objectives of the evaluation objects, but also pay more attention to the vertical comparison and improvement of the realization degree of the educational objectives. Through the evaluation of the progress of students’ learning, teachers’ teaching, discipline construction and school development, we can further evaluate the education, teaching and school running performance. To improve the comprehensive evaluation, it is no longer limited to the realization of a single goal or standard, but to pay attention to the comprehensive, comprehensive and overall evaluation of the evaluation object. Through the design of a scientific comprehensive evaluation index system, the effective comprehensive evaluation method is explored to comprehensively consider and judge the achievement degree of the educational objectives of the evaluation object. In short, the construction of education evaluation system in the new era needs to update the evaluation concept, clarify the evaluation criteria, clarify the evaluation elements, improve the methods and technology, pay attention to continuous improvement, and fully reflect the characteristics of the times of education evaluation.

It is an important part of the modernization of education governance system and governance ability to build a scientific and consistent education evaluation system and mechanism. It is suggested that the government, schools and society should participate in the evaluation system, establish and improve the education evaluation monitoring mechanism under the unified responsibility of the education supervision department, and give full play to the role of professional institutions and social organizations. The key to improve the system and mechanism of education evaluation is to build an educational evaluation system dominated by the government and participated by schools, professional institutions and social organizations, so as to form a joint force of all parties to support the reform.

Secondly, it is necessary to strengthen the main responsibility of the school, further delegate the power of resource allocation, fund use and evaluation management to the school, stimulate the school’s vitality, promote the construction of internal quality control and guarantee system, and establish a modern school system of independent running and self-restraint according to law.
